Make a window stay on top

Hello, I need to make a small web form stay on top of ALL other windows. I
use this web form for data entry. Is there an easy way to do it with a java
or vb script? Or can I use hwnd with an api call? I am writing this is
asp.net (vb). I can't use the modeless method.Hi,
